BACKGROUND
The Proposed Action seeks to develop an innovative approach in strengthening independent media in BiH and media literacy by encouraging greater public demand for better journalism and challenging the civic apathy that resulted in a lack of public recognition and reaction to violations of freedom of expression and media in BiH. The Action will support the ongoing and announced EU support to interventions in the area of protection of freedom of expression and media independence (in line with the recommendations of the EC Opinion on BiH’s membership application) via strengthening media literacy, creating opportunities for enhancing the quality of media reporting in the newsrooms, and encouraging youth activism towards achieving a greater level of media freedoms and safety of journalists. To achieve that goal, the Action strives to build a strongly literate and knowledgeable segment of the public that will not only demand more credible journalism but also use their knowledge to protect freedom of expression. Most of the initiatives on the protection of freedom of expression come from the media. This Action is innovative since it creates a civic- media –media consumers’ platform to strengthen media credibility as the most powerful tool for the protection of freedom of expression. The Action starts with the most promising part of the society- youth. They are the ones who have the strength, hope, faith and ability to achieve the influence on the quality of journalism and impact the status of freedom of expression. The youth will work with media, CSOs, decisionmakers and public in general to empower activism and their participation in the public space. The youth will network over the platform that will have an impact on a) improving the standards of media content and reporting and b) demanding from policy and decision-makers the protection of media freedoms. The issues to be addressed by this Action are primarily: a) the lack of civil society and youth activism in creating an environment that supports media freedoms and b) the lack of public demands for better journalism, for quality and accuracy of the media content vs disinformation and poorly presented or misinterpreted news. With this approach, the Action will effectively contribute to the regaining of the best journalistic value – credibility. The Action is highly relevant in terms of a) Promoting an inclusive, open society and reaching out to young people including the development of an online platform to bring young people together around the fundaments of freedom of expression, and b) Boosting research, evidence building, monitoring, and networks: Produce concrete tools and analysis which can help direct beneficiaries to better vocalize their needs towards the media community – to encourage youth to state what standards they expect media to meet (such as accuracy, relevance, representation of vulnerable groups, representation of women, minorities) and topics they see as relevant for them.
OVERALL OBJECTIVE OF THE PROJECT
Overall objective of the Action is to strengthen the capacity of CSOs to contribute to social development in particular sectors. The Action addresses the following sectors: media freedoms and media integrity, youth, education, culture, women rights, strengthening pluralism. The focus of the Action is to support CSOs, particularly youth CSOs across the country, to network for the defense of media freedoms and media integrity. The Action will encourage CSOs to advocate for positive societal changes: protection of freedom of expression and freedom for media, for improvement of media integrity and media reporting and increase in demand for professional, independent and reliable free media.
SPECIFIC OBJECTIVES
There are several specific objectives of the Action: 1) Youth CSOs will be able to communicate the results of their activities to the public, and citizens will benefit from these results in general; (2) National and/or local authorities will be approached by youth CSOs with the demand to improve policies on the protection of freedom of expression; (3)Youth CSOs will regularly network within and outside the beneficiary to improve the social environment and civic response to media freedoms and to encourage credible journalism vs disinformation, sensationalism and fake news; (4) Public institutions will recognize the importance of CSOs in improving good governance.
Ja BiH u EU would like to invite production houses to apply for delivery of production of media materials for the project “Youth for Better Media”.
Companies may apply to one or both LOTs of this Call.
LOT 1
For the purpose of a Media Campaign, it is necessary to produce media materials in accordance with the following specification:
- Production of 2 TV documentaries with duration up to 5 minutes. The company will be responsible for development of scenarios that will be delivered for approval, for pre and postproduction, including filming, provision of the technical equipment, adapting the documentaries to different media formats, translation, subtitling, AV editing, music, animation, development of the graphic package etc.
LOT 2
Media materials for Social Media Campaign in accordance with the following specification:
- Production of creative package, which includes 4 banners, 4 static and animated infographics, 4 memes, 4 whiteboards, 20 posts, 2 videos, 5 eQuotes, 2 Instagram video series, 4 stories, etc.
QUALIFICATIONS OF THE CANDIDATE
General professional experience:
- At least 5 years of experience in production of video/media materials
Specific requirements:
- The company is registered in the field of production
- The company has a portfolio with minimum 3 successful production projects in the field of the production. Applicants must submit portfolios in their applications.
- Knowledge of the EU visibility standards represents and added value
Selection criteria:
The applicant companies are required to provide both, technical and financial bid.
The evaluation will be made on the following criteria: 70 % technical bid and 30% financial bid.
